The Hongkong Post Office Ordinance, No. 1 of 1887, closely follows the English Act, and it is probable that the necessary power taken by an Order of the Governor in Council issued under the section of the local Ordinance which corresponds to the section in the Imperial Act under which the Treasury Warrants in question have been issued.
On the other hand, if the necessary power can be acquired only by fresh legislation it is desirable that such legislation should provide for certain other matters besides that which forms the subject of Your Lordship's despatch and in particular that it should contain some definition of "prohibited articles" and power to deal generally with such articles.
